Seabourn and Silversea make cruises to Canada and New England, and virtually everything is included in the fare. Wines, spirits, all dining venues, gratuities, coffee, soft drinks, and room service are part of the amenities. All accommodations are suites on both ships.
Of course all cruises are "all-inclusive" to some extent. A room, meals and entertainment are included in your fare. So if you stick to the basic offerings you won't have add-ons. On most ships, additional charges will be for things like specialty restaurants, booze, and shore excursions.
